Austin utility contractor accused of exposing himself to a minor

AUSTIN (KXAN) — An Austin utility contractor has been arrested and accused of exposing himself to a minor in northwest Austin on Nov. 1.

The 16-year-old victim told police she was walking to the community mail boxes on Water Oak Lane when she was summoned by a man, identified as Joshua James Campbell, 33, in a Corix Utilities vehicle. At first she said no, but as he continued to ask she walked over and they started talking.

According to the victim, Campbell asked her four times to get in his vehicle, but she said no each time. The affidavit states he told her his name is Josh and that he works as a meter reader in Austin. As they continued talking Campbell gave her a cigarette and asked what grade she is in, states the affidavit.

After noticing his hand moving in the vehicle, the minor said she looked inside and saw him exposed and masturbating. The victim immediately returned home to tell her parents.

Neighbors were able to write down the license plate number for police. Using GPS data and the Corix Utilities log of their drivers that day, police were able to track down Campbell.

He is facing a third degree felony for indecency with a child by exposure and is being held on a $30,000 bond in the Travis County Jail.
