CRYSTAL CITY, Texas (AP) — Three leaders of a South Texas town have been ousted in a 2015 recall effort prior to a federal corruption investigation made public this year.

Crystal City voters on Saturday rejected Mayor Ricardo Lopez and council members Rogelio Mata and Marco Rodriguez. Lopez resigned in February but ran again for mayor.

The San Antonio Express-News reports voters in Crystal City, a town of about 7,100 residents, elected another ex-mayor, Frank Moreno, to lead the community.

Lopez, Mata and Rodriguez were targeted for recall amid higher taxes and the $216,000 annual salary for City Attorney and Interim City Manager William James Jonas III.

Jonas, Lopez, Mata and another councilman, Roel Mata, were indicted in February in a bribery and conspiracy investigation.

Rodriguez was arrested in January on human smuggling charges. provides commenting to allow for constructive discussion on the stories we cover.
