AUSTIN (KXAN) — The father of a mentally and physically disabled woman allegedly strangled his daughter near the spot where she has a tube inserted into her throat, according to a police affidavit filed June 5.
While being transported April 23 in an ambulance, the victim told a paramedic that her father, Phillip Brown, had choked her. Police noted the victim had abrasions on her neck and back, according to the affidavit. The victim suffers from several chronic illnesses and disorders including multiple sclerosis, asthma, hydrocephalus and autism, the affidavit states.
Brown allegedly choked the victim “near the area where she has a tube inserted,” according to the arrest warrant.
While in the hospital, the victim later told authorities with the Center for Child Protection that she previously lived in Indiana with an abusive mother, the affidavit states.
The victim also told those authorities Brown had pushed her and she fell back and hit her head on a table, which resulted in a two-day hospital stay. It is not clear from the affidavit if the alleged shoving incident is separate from the choking incident.
Brown has been charged with felony assault strangulation and injury to a disabled person. He is being held in Travis County jail on a $40,000 bond.
