Police say Julio Rodriguez-Torres, 21, was driving north along the Interstate 35 service road about 8:30 p.m. in a right turn only lane near Rutherford Lane. Instead of turning, Rodriguez-Torres kept driving and left the roadway. He then hit and killed 46-year-old Malcom Williams, who was walking in a hotel driveway.

Rodriguez-Torres then attempted to run from the scene before he was detained by a witness. The person held Rodriguez-Torres until police arrived.

Each charge carries a punishment between 2-20 years in prison.

Traffic along the service road was blocked while authorities investigated the incident, and the exit to Rundberg Lane was also closed.

Minutes later, a truck crashed into the center barrier on the main lanes of Interstate 35 near the scene where police were investigating the deadly collision. All lanes of northbound I-35 were closed north of U.S.183 for several hours, and that person was taken to the hospital with critical injuries.

This was Austin’s 31st deadly traffic crash and the 37th fatality of 2014. At this time in 2013, there were 50 deadly crashes and 51 fatalities. provides commenting to allow for constructive discussion on the stories we cover.
