OFF JINDO ISLAND, South Korea (CNN/YTN) — Search crews looking for survivors of a South Korea ferry disaster are still treating it as a rescue operation.

There’s a glimmer of hope that some of the missing passengers may still be alive and in an isolated air pocket — even after two full days in the water.

Weather conditions have improved since Thursday, but divers are still coping with rain and poor visibility.

The confirmed death toll now stands at 28.
